Symptoms


Find when updating assignment status to 'Suspended Assignment' and updating the step, no GSP LE is
created and no salary is created.

EXPECTED BEHAVIOR
Expect GSP LE and salary to be created for Suspended Assignment statuses.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. People>Enter and Maintain>Find employee
2. Assignment>Update Status to 'Suspended Assignment
3. Others>Grade Step>select new step>Save
