Email Message Window is Not Showing Email Center Sub-Catagories

Symptoms
-- Problem Statement:
Unable to see the 'EMC Templates' sub-catagory of 'Email Center', when creating a new message.
-- Steps To Reproduce:
Login into Email Center Administrator responsibility
Navigate Email Center Administration : Knowledge Base : Documents :Categories
The categories / sub categories defined in email center as 'EMC Templates' can be seen.
But from the New Message Templates section the 'EMC Templates' can not be seen.
