Symptoms

On 5.6.3 in Production:
When attempting to run "Template Builder for Word Language" on Microsoft Windows XP client, after the install the following error occurs.

Run-time error '75': path/file access

The issue can be reproduced at will with the following steps:
1. From the Windows XP Start menu, navigate to Microsoft Office > Template Builder for Word Language
2. Click OK on UI Language
