-- Problem Statement:
When running an RIQ via Integration and providing a DeliveryBy date in the XML passed, the solutions returned are all marked as IsTimeFeasible=N regardless of their actual feasibility.
This causes the results to be sorted in a way so that the Service Feasible rates are not displayed at the top of the list. The results are presented in Optimal Cost order regardless of Service Time feasibility, which is misleading. Performing the same RIQ via the UI, sorts the results by Service Feasibility first, then Cost.
-- Steps To Reproduce:
1. Create two rates where Service Time is feasible for the more expensive rate and the cheaper rate is Service Time infeasible.
2. Upload an RIQ XML that queries for both of the above rates.
3. The first rate returned in the Reply will be the cheaper rate (which is Service Time Infeasible) and all results will have the flag: IsTimeFeasible=N
