NLS: Approval Notification for Purchase Order and Requisition Not Sent - ORA-06502 Character String Buffer too Small (Doc ID 781195.1)

Symptoms

When using NLS language and submitting a requisition for approval the document gets stuck in process and the following error is shown:

ORA-06502: PL/SQL : erreur num�rique ou erreur sur une valeur: character string buffer too small

The issue can be reproduced at will with the following steps:
1. Create a requisition in iProcurement in NLS language and submit it for approval
2. The requisition remains in process

 

Note that this might also happen for Purchase Orders. The Error Stack is then:

 

Wf_Engine_Util.Notification_Send(POAPPRV, 481-441, 210677, POAPPRV:PO_PO_APPROVE)
Wf_Engine_Util.Notification(POAPPRV, 481-441, 210677, RUN)

 

Also please note the action history will already be updated with the next approver, so it appears as if the notification has been sent and the approval is pending.  This is because the error in the workflow occurs after the action history is updated, but before the notification to the next approver is successfully created.
