Closed Order Lines Show Open_flag = Y (Doc ID 781600.1)

Symptoms

ACTUAL BEHAVIOR:
Order number XXX (header_id YYY) shows in order organizer query for open orders even though flow_status_code for order line(s) show as CLOSED.
Order Line Flow Status is CLOSED; however,  the open flag is still set to Y.


EXPECTED BEHAVIOR
Expect the order to NOT be present as the header and lines show as CLOSED status.

STEPS TO REPRODUCE:
This issue cannot be replicated.
