R12: AME Contingent Worker Not Able To Create Requisitions Fails At GET_NEXT_APPROVER_AME (Doc ID 781794.1)

Symptoms

On Release 12, when a contingent worker attempts to create a requisition, the Approvals Management Engine (AME) is not able to generate the approval hierarchy. The profile HR: Expand Role of Contingent Worker is set to 'Yes'

The failure displays in the wfstat.sql at:
