How to setup modifiers so that only one discount modifier is applied and also a promotion is applied.

Multiple discount modifiers are active in pricing phase list line adjustments.
One promotional modifier to apply unique payment terms is active in pricing phase list line adjustments.  All adjustments are setup to be applied at the Line level.

Needs a setup strategy that allows only one discount modifier to be applied to the order line.
In addition, the promotional modifier should be applied to the same order line.
