Email Id Does Doesn't Default On to "Compose Email Message" Page (Doc ID 782057.1)

Symptoms

-- Problem Statement:
On 12.0.4:
When creating an email from the Service Request form, the Email Center Compose page opens without
the email address populated in the To field.

EXPECTED BEHAVIOR
Expect the To field to get populated

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: Customer Support
2. create or Query an existing service request
3. Click on the "Open Email Compose Window" icon to open the Email Center Compose window

The "To" field in the Compose page is empty.
