TIME_ZONE_LOCALE Data Missing For Countries TLS and PSE (Doc ID 782447.1)

Oracle Transportation Management - Version: 5.5.05 to 6.1
This problem can occur on any platform.

Symptoms

-- Problem Statement:
There exists no TIME_ZONE_LOCALE data for the following Country Codes in the PUBLIC data:

PSE
TLS

This causes the following error when trying to create a location without specifying the Time Zone information when using one of these countries.

Cannot update the LOCATION record. [TIME_ZONE_GID] must reference a valid TIME_ZONE record.

-- Steps To Reproduce:
1. Navigate to Transportation Planning and Execution -> Location Management -> Location Manager.
2. Click New.
3. Enter any ID and Corporation.
4. Enter Country Code=PSE.
5. Click "Roles" button and enter any role by clicking on "New Location Role Profile" button.
6. Click Finished to save the Location.

The following error will be presented:

Cannot update the LOCATION record. [TIME_ZONE_GID] must reference a valid TIME_ZONE record.
