Error Received when Trying to Close PAC Period - backdated transactions exist in the system which may not have been processed for periodic costing

Symptoms
When trying to close the PAC period, the following error occurs:
The issue can be reproduced at will with the following steps:
Responsibility: Cost Management
Path: Periodic Costing/Periodic Close Cycle/Periodic Accounting Periods
Legal entity: xxxx
Query period : NOV-08
Go to "Change Status" button and the following error appears:
"Backdated transaction exists in the system which may not have been processed for periodic costing"
Period NOV-08 is closed for all inventory organizations selected in cost group.
Period NOV-08 is closed for receivables
