Unable To Inactivate Items Where Open Sales Orders Exist With that Items

Items have been converted from a legacy system, and many of the items are coded as Inactive. There exists open orders for these particular items, where a user is now trying to activate the item to process the orders.
Upon trying to change the item from Inactive to Active status the transactable flag is being checked and the following error message is raised:
"There are some open Sales order lines for this item. These lines will not be interfaced to Inventory if you change the item attribute Transactable to `Yes "
