How to remove a old SSHR transaction which is not complete yet?

Example1: Manager submitted a SSHR transaction for approval but before the action is complete the current manager who submitted the SSHR transaction got terminated.

Now the new manger wants to submit a similar new SSHR transaction for the same employee but could submit because there is pending action.

Example 2: Manager entered a pay increase for an employee some time back that was never processed, and you want to remove it.
