Customer Form Issue: Receivables Inquiry Only Responsibility Can Update Customer Data (Doc ID 783834.1)

Symptoms

The view only customer menus are still allowing updates to records. This is despite <Patch 7257922> and <Patch 7380816> being applied to the environment.

When opening the Customer search screen both the Create Customer and Create Account buttons are disabled, but if you run a search for an existing customer, the Create Account button becomes enabled.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Use any responsibility with AR_CUSTOMERS_VIEW submenu attached.
2. Query an existing customer and try to amend records
