Framework Based Purchase Requisition email generated by REQAPPRV Item Type on the instance configured with Load Balancer and Oracle Workflow Java Notification Mailer with the following profile settings and the java class:

Application Framework Agent profile option points to Load Balancer
WF: Workflow Mailer Framework Web Agent profile option points to Physical Host

$JAVA_TOP/oracle/apps/icx/por/approval/server/ApprovalGraphicalHelper.class - 120.35(version)

Purchase Requisition emails fails with mail status as FAILED.

Purchase Requisition emails fails to deliver with the following error messages in the statement level log file of Java Notification Mailer when the ATTACH_IMAGES parameter value is Y:

PROCEDURE:[]:retrieveBaseAddress(String) BEGIN {http://hostname.domain:8001/OA_MEDIA/ag_transparentpixel.gif}  
STATEMENT:[]:retrieveBaseAddress(String) URL does not require base address  
ERROR:[SVC-GSM-WFMLRSVC-201126-10006 :]:FormatterException -> Problem parsing XML-> org.xml.sax.SAXException: Problem handling the RESOURCE content -> Connection timed out
