Usage Counter LOV In Service Contracts Authoring Form Does Not Restrict By Contract Customer (Doc ID 784100.1)

Symptoms

Find that the List of Values for Name in a Usage sub-line contain values not related to any of the Contract Parties.

Expected behavior:
Expect that this LOV would limit this LOV to parties in the Contract.

Steps To Reproduce:
1. Author a Service Contract.
2. Add a Usage line to the Contract.
3. Select the LOV for Name in the Usage sub-line.
Instances returned can be owned by other customers that have nothing to do with the contract.

Business Impact:
Due to this issue, users may accidentally select Install Base Instances owned by unrelated Parties.
