Get 'A Value has been Provided for a Non-Enabled or Non-Existent Descriptive Flexfield Segment' When Trying to Save Candidate Address

When attempting to add address for external candidate or employee candidate, the following error occurs:
A value has been provided for a non-enabled or non-existent descriptive flexfield segment.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: iRecruitment Employee Candidate or iRecruitment External Candidate.
2. Navigation: My Account tab - Personal Information tab.
3. Insert address.
4. Press Save button.
5. Get error message.

The issue has the following business impact:
Due to this issue, candidates cannot insert an address under My Account.
