Symptoms
-- Problem Statement:
On 12.0.6 in Production:
When attempting to submit a timecard using Self Service Time Entry form or the Timekeeper form,
the following error occurs:

ORA-20002: 3114: Activity 'HXCEMP/HXC_APPROVAL' is not a process.

The issue can be reproduced at will with the following steps:
1. Logging to the Application using Self Service Time responsibility.
2. Go to Time Entry form
3. Enter hours type and hours then click on continu then submit, the error occurs.

Due to this issue, users cannot submit any timecard for any employee.
