Process_order Api Does Not Price Lines When No Price_list_id is Supplied

When calling the oe_order_pub.process_order API, the order is not correctly priced. This occurs if the price_list_id is not supplied in the api call.
The order is created successfully but list prices are null. If the the ordered quantity in the form is subsequently changed, the line price is found on the relevant price list.
The log file produced by the calling API shows the following error:
ERROR 1 LINE10266 10266
THE STATUSIPL:NMS:Price was not found on price list for this item 16317 and uom Ea.
INVALID ITEM/PRICE LIST COMBINATION16317Ea
