R12: No BSVs in LOV For Secondary Ledger Intracompany Rules (Doc ID 784998.1)

Symptoms

When attempting to create Intracompany Rules for a Secondary Ledger, there are no Balancing Segment Values available in the LOVs (other than 'All Other'). There are values assigned to the Legal Entities.
 
This works for another Secondary Ledger assigned to the same Primary ledger.

Steps to recreate:
-------------------
1. Create ledgers:
US Primary (primary)
US Secondary (secondary ledger)
They use the same accounting flexfield and therefore the value sets are the same.
2. Click on Intracompany Rules for US Secondary Ledger.
Navigation : Click on Accounting Setup Manager
And then Click on IntraCompany Balancing Rules
5 Legal Entities are shown
3. Click on Define Rules icon for one of the Legal Entities
4. Default Clearing Balancing Segment Values LOV - No values
