Retro Notifications Report (Enhanced) Not Picking Up Purged Elements (Doc ID 785101.1)

Symptoms

-- Problem Statement:
On R12 in Production:

If an element has been processed in a payroll and then gets completely purged on a future date,
then the purged element entry is not picked up by the Retro Notifications report. The event group
contains the datetrack events for Datetrack Purge on pay_element_entries_f.
Also, the element is set up for Retropay, and if the element entry is updated retrospectively this
is picked up by the Retro Notifications report, so the issue seems to be with Purging. The issue
happens in production instance.

EXPECTED BEHAVIOR
The Retro Notification Report should pick element entries which have been purged after the element
entry has been processed in previous payroll run.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Process an element in a Payroll Run (element needs to be set up for retropay)
2. Purge the element entry for the period it has been processed
3. Run the Retro Notifications (Enhanced) report
The report has not picked up the element entry.

-- Business Impact:
The issue has the following business impact:

As the retrospective changes are not being picked up correctly, the employees maynot be paid
correctly.
