Not Able To Create a Person Party with inscription (Cnpj). (Doc ID 785670.1)

Client applied <patch 7589480> from <Bug 7718734> to validate inscription numbers for flexfield Brazilian Additional Information for ARXCUDCI

Note: After applying the patch the customer has bounced the Quick Apache Port with clear cache option.

Once patch was applied, Client is not able to Create Person if entering an incorrect inscription digit and trying to correct it

Then I put the correct Digit and show this ERROR

ERROR
oracle.jbo.ValidationException:JBO-28200 Validation threshold limit reached.
Invalid Entities still in cache


Customer tested with Create ORGANIZATION and it is possible to correct the
digit and save the organization. 

Steps to reproduce:
-Responsibility: Receivables Manager
-Navigation:  Custoemrs > Standard
- Create PERSON (works for ORGANIZATION)
-Click on Account Details icon
-Enter value from LOV for Inscription Type.
- Enter an invalid value for inscription Type such as 70
Receive error message to "Please enter a valid CNPJ or CPF inscription"
-Enter correct digit (77) and error is displayed

oracle.jbo.ValidationException:JBO-28200 Validation threshold limit reached.
Invalid Entities still in cache
