Multistop Shipment Creation Fails When One Order Doesn't Meet Constraints

Presently while planning shipments, the system first checks whether independent direct shipments are possible for each Order Release. If yes, then it looks for Multistop consolidation opportunities.

But if an individual direct shipment is not possible, then system fails that order release even if after consolidating it with another order release, the shipment would be feasible as per itinerary/ rate records.

Example scenario:

OR1: A->B (vol=500cuft)
OR2: A->C (vol=1500cuft)

A-> (B, C)
Min vol=1140cuft
Multistop as consolidation type in leg details

When the two order releases are planned together, OTM does not create a single Multistop
shipment. OR1 fails, as its individual volume is less than the minimum volume mentioned in the itinerary.

But ideally, since both OR together satisfy the minimum volume constraint, OTM should create a single Multistop shipment.
