Can Not Access Quotes Application: You Have Not Been Setup as a CRM Resource (Doc ID 785951.1)

Symptoms

When logging into the Quoting application with a new username an error is returned:

 

ERROR: Please note that you do not have access to Quoting because Quote Security has been enabled for you but you have not been set up as a CRM Resource. Please contact your System Administrator for further assistance


STEPS
The issue can be reproduced at will with the following steps:
1. Create a new fnd user
2. Create a new Resource and assign the username for 1. above
3. Now endate the Resouce record and User record due to spelling mistakes
4. Create a new fnd user
5. Create a new Resource and assign the same username as in 1.
