ORA-29858, ORA-01631 And ORA-13249 Errors When Creating CSF Spatial Indexes

Symptoms
After installing the Navteq data and working on the post-installation steps as outlined in document <Note 361996.1>, in one of the last steps is needed to create the spatial indexes by running the csfgeoidx.sql script which is located at $csf/patch/115/sql.
However, after running that, there are several indexes that have a 'FAILED' value for the domidx_opstatus column.
Steps To Reproduce
Run script csfgeoidx.sql as explained in <Note 361996.1>.
