Unseeded Card Types cannot be Created - 'Invalid Credit/Purchase Card Number or Expiration Date' (Doc ID 786710.1)

Symptoms

On attempting to register an unseeded card type to a customer, the following error occurs.

ERROR
'Invalid Credit/Purchase Card Number or Expiration Date'

STEPS
Order Management Super User > Customers > Standard
1 - Search for a customer
2 - Under accounts click the account details icon
3 - Click the payment details tab
4 - Click the create button under credit cards
5 - Enter card number, brand, expiry, name and billing address and then click apply.

The unseeded card type that is attempting to be registered does not conform to the Luhn algorithm. It is a CAF Charity Payment Card.
