Symptoms

-- Problem Statement:
Tried to assign an item using Item Organization Assignment program using hierarchy.
Program completed normal, but item is not copied over to subordinate org.

-- Steps To Reproduce:
Create Hierarchy > Inventory responsibility - Setup - Organization - Hierarchy.
Run Item Organization Assignment program by using above hierarchy.
