Business Event oracle.apps.ego.item.postItemApproved Is Triggered Even If NIR(Approval Process) Is Not Used (Doc ID 786989.1)

Symptoms

Problem:

Find that when you are creating items in PLM without any approval process (i.e., no New Item Request required nor generated), the APPROVAL_STATUS is NULL in MTL_SYSTEM_ITEMS_VL.
But when you try to update the Description/ long description/ primary attributes then the APPROVAL_STATUS is changed to A.
This triggered the Business Event oracle.apps.ego.item.postItemApproved which is not correct.

Expected Behavior

Expect that the business event should not be triggered for an item created without any approval process.

Steps To Reproduce:

The issue can be reproduced at will with the following steps:

Responsibility: Development Manager > Item Catalog > Create Production Items

1. Choose ICC (which does not require NIR) -> Next button
2. Enter some UDA information -> Finish Button
3. Create a new item
  Check the approval_status column value.->it's null
4. Apply template to the item
a) Check the approval_status column value.-> 'A'
b) Business event 'oracle.apps.ego.item.postItemApproved' is triggered
