Unable to Merge Pool Shipments - Error: Unable To Get Last Stop Number, T-Shipment Is Null

This problem can occur on any platform.
-- Problem Statement:
When attempting to manually merge shipments, the following error is seen:
Unable to get last stop number, T-Shipment is null
-- Steps To Reproduce:
1. Plan 2 orders (individually) to ship via a pool.
2. Select the 2 inbound pool shipments and select action -> change shipment route -> merge-> Force Merge Manual.
Shipments will not merge and error will be seen.
