Unable to Re-Publish a Project Workplan as it has 'Stuck In Process' PUP Code

Symptoms
The workplan cannot be re-published.
On the Workplan page, it seems as though the PRC: Process Structure Updates concurrent process is still running.
The user message on the workplan page states:
1. Publication of a workplan version is in progress. Until it publishes, you cannot make changes to the workplan structure
2. View Concurrent Process - select to view the status of the process.
The PRC: Process Structure Updates concurrent process stopped with the following completion text message (or a similar message indicating that it did not complete):
Concurrent program returned no reason for failure.
This indicates that the process stopped and returned but did not identify the cause of failure.
As a result of these messages, the republish button on the Workplan page is not displayed and the user cannot resubmit the process.
