Symptoms

-- Problem Statement:
On 12.0.4 in Production:
When attempting to modify any new information of an employee such as statutory information
the following error occurs:

ERROR
APP-PER-376200: ESI Number already exists. Enter a unique number

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.HRMS Manager>Query employee>Assignment>Statutory information>save
