'Create Document' in Web ADI Not Working When Using Portal (Doc ID 789642.1)

This problem can occur on any platform.


Problem Statement:
On 12.0.4 in an Apps SSO integration using Portal:
When trying to create a Web ADI document for HRMS Integrator no document is created without any
visible error.

Expected Behavior
Expect the Web ADI document to be created successfully

The issue can be reproduced at will with the following steps:
1. Login locally as SYSADMIN or any other local user from AppsLocalLogin.jsp, not the SSO or Portal
login page.
2. Go to 'Desktop Integration' responsibility
3. Choose 'HR Integrator Setup' at step 1
4. Choose the default values in the next steps
5. At the final step choose 'Create Document'
6. The following message is displayed:

A file will be downloaded to your desktop.
When prompted, choose to open the file and to enable macros. If no prompt appears, ensure your
browser security settings allow files to be downloaded.

But nothing happens.
This behavior occurs both with Firefox and IE and can occur with any other integrator apart from 'HR Integrator Setup'.

The issue has the following business impact:
Due to this issue, users cannot create Web ADI documents.
