The Rich Text Menu Does Not Appear in The Create Clause Page (Doc ID 790084.1)

Symptoms

Find that  the ability to enter Rich Text information is no longer available when creating clauses.
This issue is reported after applying a patch or a user changing a setting.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Using the Contract Terms Library Administrator responsibility.
2. Navigate to Contract Terms Library > Clauses.
3. Create a clause.
4. Position the cursor in the Clause Text field.
- The feature that allows entry of Rich Text information no longer appears.
