11i: Rejected Users Are Still Active In FND Form

On 184.108.40.206 in Test:
After CRM Admin rejects the user, user is still active in the EBS Define User form.
Expect to see user's record inactivated (with end-date populated) or the user record removed completely.
The issue can be reproduced at will with the following steps:
1. A Business User registers in iStore
2. CRM Admin logs in CRM HTML Adminstrator UI
4. Users > Pending Approvals
5. Reject user (if not meet some company guidelines)
The issue has the following business impact:
Causes additional overhead on the sysadmins in manually identify and clean up all the rejected users.
