Outbound Emails are failing with 'Connection timed out at com.sun.mail.imap.IMAPStore.proto' (Doc ID 791125.1)

Symptoms

The Email Center Download Process fails even after being restarted.

Outbound emails also fail.

The Download Processor generates the following Error Messages:

Unable to connect to mail store.

javax.mail.MessagingException: Connection timed out; nested exception is:
java.net.ConnectException: Connection timed out at com.sun.mail.imap.IMAPStore.proto
