Why Is A 'Ship' Line Picked Before The 'Return' Is Repaired?

When using Depot Repair to process a 'Repair and Return' repair type, there is a need to 'hold' the SHIP line from picking until the RETURN line has been received and repaired. At this time, the SHIP line (intended to return the repaired item to the customer) appears on a pick list and may be shipped incorrectly.
Given the following process, how can the application be configured to stop an item being shipped prior to the repair of the returned item?
Steps To Reproduce:
1. Create a 'Repair and Return' Repair Order.
2. Result is a 'BOOKED RMA' in OM having a 'RETURN' line and a 'SHIP' line.
3. OM >> Shipping >> Released Sales
4. Run Pick Release concurrent => the SHIP line (expected) to return the repaired item back to the customer was picked.
