Bulk Plan Runs Indefinitely - Does Not Finish (Doc ID 793218.1)

Symptoms

-- Problem Statement:

When Bulk Plans are submitted they do not appear to run but get hung up and the OTM performs slow. 

-- Steps To Reproduce:
1. Navigate to Order Management > Order Release > Order Release
2. Search and Select the Orders to be Bulk Planned
3. Select Actions > Create Buy Shipment > Bulk Plan - Buy
