Symptoms

Find that running 'Synchronize WF LOCAL tables' resets the notification preference to QUERY.

EXPECTED BEHAVIOR
Expect the notification preference to remain MAILHTML as set by
update apps.wf_local_roles
set notification_preference = 'MAILHTML'
where name like 'PQH_ROLE%';

commit;

exec FND_PREFERENCE.put('PQH_ROLE', 'WF', 'MAILTYPE', 'MAILHTML');

commit;

The issue can be reproduced at will with the following steps:
1.update apps.wf_local_roles
set notification_preference = 'MAILHTML'
where name like 'PQH_ROLE%';

commit;

exec FND_PREFERENCE.put('PQH_ROLE', 'WF', 'MAILTYPE', 'MAILHTML');

commit;

2. run concurrent request 'Synchronize WF LOCAL tables '
see that preference is reset to QUERY

The issue has the following business impact:
Due to this issue, roles do not get emails and customer system administrator has to run the update
statement every time after the concurrent program runs.
