"RateOfferingUOMRule.check: Failed" Error for Expected Rate Offering When Container Optimization "OPTIMIZE COST" Option is Enabled

This problem can occur on any platform.
A Rate Offering is configured to include a UOM constraint such as "Width Minimum". When enabling the Container Optimization Configuration parameter "Optimize Cost", the planning of an Order is failing to select the best cost option, as the shipment created is using a different Equipment Group option than applicable to the best cost option. It is found that if this parameter is set to FALSE, then the expected rate is selected with the expected equipment option.
In reviewing the "Planning" logs, it is found that the expected Rate Offering is eliminated due to the following error:
"RateOfferingUOMRule.check: Failed minimum shipunit width check. minWidth = <1.3 M>, shipUnitWidth = <0.0 FT>"

1. Navigate to Order Management -> Order Release -> Order Release/Movement
2. Search for Order Release/Movement
3. Actions -> Bulk Plan
4. Select Parameter Set
5. Click Ok
