Workflow Agent Listeners Not Starting Error Exception creating new Poolable object (Doc ID 796089.1)

Symptoms

After applying <Patch 5903765> 11i.ATG_PF.H RUP6, the workflow agent listeners and mailer are not starting. From OAM (Service components window, click the Workflow Agent Listener Service under Container Column), could find the the following services are not starting:

Workflow Agent Listener Service
Workflow Document Web Services
Workflow Mailer Service

They have target processes of 1 and actual of 0.

Getting the following errors in the logs:

    Could not start Service Component Container because an unexpected RuntimeException or other
    Throwable occurred -> oracle.apps.fnd.common.PoolException: Exception creating new Poolable
    object.
