Irc_wf Message Type Stays in Open Status/Purge Obsolete Process Can't Clear

Find when running the sql below, it is showing very many open iRecruitment failed workflow notifications
select message_type, status, mail_status, count(*)

group by message_type, status, mail_status

IRC_WF OPEN Sent 308142
IRC_WF OPEN Errored 145

When reviewing the notifications listed in the following navigations it seems the largest volume
are not listed in iRec
System Administrator Responsibility
Oracle Applications Manager>Workflow
Expand Workflow Metrics Workflow Items
Click on Active items
Select iRecruitment>View Details
Click Abort All button
select * from wf_notifications
where subject = 'New Jobs Alert'
It seems the volume are from the failed wf notifications for the new jobs alert
How can these get purged and why are there so many failed?
