Calculated Start And Completion Dates On Jobs Are Not Correct (Doc ID 796767.1)

Symptoms

On 12.0.4 in Production:

Seeing unexpected calculated start and completion dates when creating discrete jobs. It appears that the shop calendar is not being used when either the start or completion dates are calculated. The organization in which these jobs were created works 4 days per week which is defined in the shop calendar. In the document I have displayed the workday calendar settings (including shift definitions and Organization  Parameters). I have shown two different examples.

In the first example I set the completion date when the job was created and the system calculated the start date. The calculated start date is one day later than it should be. In the second example I set the start date and let the system create the completion date. The calculated completion date is one day sooner than it should be. In both examples, the routings for the items have only one scheduled resource on one operation. I have included a screen shot of the department/resource settings showing the resource is only available on one shift. For each example I have shown screen shots of the job, Organization Item lead  time information and Routing information. At the end of each example I have defined the calculation I expected would occurwhen either the start or completion date was calculated. To be sure that the calendar was current, the calendar was rebuilt prior to creating the jobs in the examples.

The issue can be reproduced at will with the following steps:
1. This problem occurs when discrete jobs are created through the Discrete Jobs form.
