Appraisal Not Being Created When Performance Management Plan Is Published (Doc ID 796769.1)

Problem Statement:

After creating a Performance Management Plan (PMP) and publishing it, the PMP is visible in the employee's personal scorecard.  However, when selecting the Manage Appraisal button, there is no information / actions in the Appraisals. There should be the option of rating the direct report (Initiator is the main appraiser).


Steps To Reproduce:

The issue can be reproduced at will with the following steps:

1. Responsibility: Manager Self Service
2. Performance Management --> Manage Appraisals --> No appraisal action button available

Symptom:

Mass Appraisal Creation program in error.
