Correct Language is not Defaulting After Changing Template in Submit Request Submission Form

Symptoms
Problem Statement:
On 12.0.6 in Production:
When attempting to change template in submit request submission form then corresponding language does not change accordingly.
Expected Behavior:
Expected to get correct language if template has been changed in submit request submission form.
Steps To Reproduce:
1.) Two templates has defined for XML concurrent program "Test" in language "English" and "Japanese"
For "English" language :
Template Name : Test1(RTF)
Template Language : English
Format : PDF
Template Name : Test1(CSV)
Template Language : English
Format : EText
For "Japanese" language :
Template Name : Test1(RTF)
Template Language : Japanese
Format : PDF
Template Name : Test1(CSV)
Template Language : Japanese
Format : EText
2.) Log in oracle application using "Japanese" language => When submitting XML concurrent program "Test" then we can see default template selected correctly with correct language. When changing template in submit request submission form then output format gets defaulted correctly but correct language didn't get default. Even though we are running concurrent program using Japanese language we can see template language as English in template language field which results in incorrect output.
Business Impact:
Due to this issue, you can not get correct output if you change template at run time.
