Error ".rtf template contains invalid formatting" When Attempting to Generate Employee Statements in CWB with French Characters (Doc ID 798083.1)

Symptoms

On 11.5.10 in Production:
When attempting to generate an Employee Statement in Compensation Workbench where the employee name includes a French character, the following error occurs:

The .rtf template contains invalid formatting and will result in no document being generated.
Please review the template and resolve this problem before continuing.

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Go to responsibility HR Professional V4.0.
2. Attempt to generate an Employee Statement where the employee in question has a French character in their name.  Error occurs.

Please note, the error does not occur and the statement generates successfully if there is NO French character in the name or the <?EmployeeName?> tag is removed from the template.
