Symptoms

-- Problem Statement:
On 5.5.04.01,Find that the NLS parameter cannot be set to anything other than, AMERICAN_AMERICA.WE8ISO8859P1 even when forcibly set to NLS_LANG='ENGLISH.UNITED KINGDOM.UTF8'

EXPECTED BEHAVIOR
Expect that the NLS parameter takes up the value set up by the user

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1.Try to set the report server with a NLS parameter of NLS_LANG='ENGLISH.UNITED KINGDOM.UTF8
2. Refer to the Report Server NLS parameters and see that it is set as the default
