Report Manager Timeframe Lov Doesn't Default Latest Period Report Was Run For

This problem can occur on any platform.
the timeframe LOV is not the latest period that the report was run for. For example, the LOV will
show Mar-08, when the latest period that the report was run for was Mar-09
The latest period the report was run for should default into the timeframe LOV.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Submit report from report manager for Mar-09
2. When it completes, view the report.
3. The timeframe LOV shows Mar-08 as the default, not Mar-09
