Target "<SID>-Internal Concurrent Manager" Status is DOWN, Although It Is UP (Doc ID 801494.1)

On Enterprise Manager Grid Control 10gR2,
when attempting to monitor E-Business Suite Release 11i targets from Target-->All Targets,
"<SID>-Internal Concurrent Manager" target is always down although it is up. Seeing the following
error for metrics collection for target "<SID>-Internal Concurrent Manager":

Error Details
<SID>-Concurrent Processing Service

Type Concurrent Processing Service
Metric Response
Collection Timestamp
Error Type Collection Failure

Message Received an exception when evaluating sev_eval_proc for:Target name = <SID>-Concurrent Processing Service, metric_name = Response, metric_column = Status; Error msg = Service encountered metric erros; at least one key component in in metric error


The issue can be reproduced with the following steps:
1. Successfully implemented Applications Management Pack for E-Business Suite with
Enterprise Manager Grid Control 10gR2 using <Note:394448.1>: Getting Started with the Application Management Pack for Oracle E-Business Suite

2. Successfully completed automatic targets discovery for E-Business Suite instance.

3. Status of target "<SID>-Internal Concurrent Manager" is never reflected properly.
