Unable to Find Component with Absolute Reference Error When Creating a Vacancy (Doc ID 801593.1)

Symptoms

On Release 12, when attempting to create a new vacancy, the following error occurs:

ERROR

Detail 0 ## Exception: oracle.adf.mds.MetadataDefException: Unable to find component with
absolute reference = /oracle/apps/per/regionMap/IRC_VACANCY_NEW_DETAILS_PAGE, XML Path = null.
Please verify that the reference is valid and the definition of the component exists either on the
File System or in the MDS Repository. at
oracle.adf.mds.internal.MetadataManagerBase.findElement(MetadataManagerBase.java:1370) at
oracle.adf.mds.MElement.findElement(MElement.java:97)

The issue can be reproduced at will with the following steps:
1. iRecruitment Recruiter responsibility
2. iRecruitment Home
3. Create a Vacancy.
