Symptoms

-- Problem Statement:
You have setup GSP (grade step progression) to require manual approval.
After running the Participation Process: Grade Step process, you navigate to Work Structures/Grade/Progression Approval.
You enter the effective date of the increase in the Date from/to and pull up 16 employees.
When you click the Download to Spreadsheet button, you receive an error on the webpage :
"You have insufficient privileges for the current operation. Please contact your System Administrator"
and the excel spreadsheet pulls all employee records.

-- Steps To Reproduce:
1. US Super HRMS Manager,
2. run the Participation Process: Grade Step process.
3. Navigate to Work Structures/Grade/Progression Approval.
4. Enter the effective date of the increase in the Date from/to and pull up the 16 employees that needed to be approved.
5. Click the Download to Spreadsheet button, see error on the webpage
"You have insufficient privileges for the current operation. Please contact your System Administrator"
and the excel spreadsheet pulls all employee records.
